- The objective of this consultancy is to strengtheninstitutional capacity MoEUCC, Ilbank, line ministries, municipalities andother governmental bodies and public institutions needed to ensure theeffective implementation of Renewable Energy (RE) deployment based on regulatory framework includingpermitting processes. The assignment will provide targeted technical assistanceunder the Public and Municipal Renewable Energy Project (PUMREP) to enablegovernment institutions at central and local levels to manage, oversee, and acceleratethe deployment of distributed RE.Specifically, the consultancy seeks to:Β· Support the effective implementation of REdeployment based on regulatory framework including permitting processes bybuilding institutional capacity, clarifying processes, workflows, and providingpractical tools to ensure that the improvements recommended can be appliedeffectively by MoEUCC, ILBANK, provincial directorates and other relatedstakeholders.Β· Strengthen Institutional Capacity of implementingagencies and beneficiary institutions through structured training programs,technical guidance, and improved internal processes for planning, supervising,monitoring and managing distributed RE systems.Β· Integrate Emerging Regulatory Requirements βincluding recent amendments to the Environmental Impact Assessment (EIA)Regulation, Environmental Law, and Nearly Zero-Energy Building (nZEB)obligations β into clear, predictable, and operational permitting pathways.Β· Enhance transparency and coordination betweenMoEUCC, ILBANK, TEΔ°AΕ, EMRA, distribution companies, and provincial authoritiesto ensure consistent application of rules and streamlined processes.The ultimate outcome is to deliver a practicalframework for stronger institutional performance, ensuring that regulations andpermitting procedures translate intofaster, more efficient more transparent, and more predictable deployment ofdistributed RE systems, aligned with TΓΌrkiye-s 2035 renewable energy targetsand 2053 net-zero go...
