• Request for proposals are invited for External Audit of AFNS-Funded Projects. Closing Date: 12 Oct 2023 Type: Consultancy Established to increase the diversity of reliable mechanisms providing flexible multi-donor humanitarian assistance for Northern Syria, AFNS is committed to high standards of quality and integrity in the implementation of its grant-funded projects. External audit is a crucial element of the AFNS accountability framework. The objective of the External Audit is to provide a thorough and unbiased assessment and evaluation of the financial statements, compliance with grant terms and conditions, and the effectiveness of internal controls implemented by AFNS implementing partners (local and international non-profit organisations). The selected audit firm will conduct a thorough examination of all relevant records and documents, assess the completeness and accuracy of financial statements, and issue an audit report containing findings, conclusions, and recommendations. Accordingly, AFNS is engaging an experienced and reputable audit firm with experience in the humanitarian sector, ideally but not necessarily in the Syrian context, to conduct independent audits of grant- funded projects implemented by our partners. Your firm is invited to submit a proposal for the provision of external audit services for AFNS-s grant-funded projects. This Request for Proposal (RFP) includes the following sections: Section 1 - Acronyms and Definitions Section 2 - Instruction to Audit Firms Section 3 - Data Sheet Section 4 - Terms of Reference Section 5 - Eligibility Requirements Section 6 - Evaluation Criteria Section 7 - Standard Proposal Structure If your firm is interested in participating in this opportunity, we request you to submit a proposal in line with the requirements set out in this RFP. Interested firms are required, using the designated email address provided in the Data Sheet, to: • Acknowledge the receipt of this invitation as soon as the firm receives the invitation via email or when viewing it online. • Confirm their intent to submit a proposal within the timeframe specified in the Data Sheet. • Indicate whether they are submitting the proposal alone or jointly with another firm. • In case of partnership with another firm, confirm the names lead and sub-contracted firm(s). Interested firms will have the opportunity to request clarifications of this RFP. The period for Requests for Clarifications will be until 28th September 2023. Correspondence during this period will be through the Authorised Representative-s email address as specified in the Data Sheet. After the end of the Requests for Clarifications period, the Authorised Representative will issue a list of all questions asked by all interested firms and the answers thereto.
