Turkey - 13 November 2025
Türkiye has advanced another key component of its climate resilience agenda with the award of a major equipment procurement contract under the Türkiye Climate Resilient Forests Project (P179345). The contract award, published on 13 November 2025, confirms the selection of leading Turkish machinery manufacturer HIDROMEK-Hidrolik ve Mekanik Makina İmalat San. ve Tic. A.Ş. for the supply of 18 high-performance graders.
The project is financed through the World Bank’s IBRD-95560 facility and aims to strengthen Türkiye’s capacity to prevent, manage, and respond to climate-driven forest risks - including wildfires, erosion, and land degradation.
The competitive procurement process, conducted under Request for Bids (RFB) procedures, focused on acquiring 18 graders, essential for building and maintaining forest access roads, firebreaks, and emergency response routes.
Key contract figures include:
Evaluated Bid Price: TRY 299,609,625.60
Signed Contract Price: EUR 6,264,000.00
Contract Duration: 75 days
Award Notification Date: 13 November 2025
The awarded supplier, HIDROMEK, headquartered in the Ahi Evran Organised Industrial Zone in Sincan, Ankara, is recognised both nationally and globally for its heavy-duty construction and earthmoving equipment.
HIDROMEK is one of Türkiye’s most prominent machinery manufacturers, known for exporting to over 100 countries and delivering robust, reliable equipment for construction, forestry, and mining operations.
Beneficial ownership disclosures list Mustafa Bozkurt as meeting key control criteria, including:
Holding 25% or more of shares
Holding 25% or more voting rights
Having the right to appoint a majority of board members
This transparency aligns with World Bank procurement standards, ensuring accountability and compliance.
With climate risks intensifying, Türkiye has prioritised resilient forest infrastructure. The procurement of graders supports:
Faster creation of firebreaks to reduce wildfire spread
Improved access for firefighting and forest management crews
Enhanced erosion control and land rehabilitation operations
Strengthened response capacity across vulnerable forest zones
The investment is expected to greatly enhance the General Directorate of Forestry (OGM) operational readiness, especially during peak fire seasons.
With a short 75-day delivery timeline, the new graders are expected to be deployed rapidly across priority forest districts. The contract marks a significant milestone in Türkiye’s commitment to climate adaptation, sustainable forest management, and disaster risk reduction.
As implementation progresses, the Türkiye Climate Resilient Forests Project continues to reinforce national capabilities and safeguard forest ecosystems that are vital to rural economies, biodiversity, and long-term environmental stability.
